320 and 1661 respectively. I fear that it cannot be hoped that those additions will suffice.

In April last I appointed a Commission to advise as to what measures are possible to increase the quantity and decrease the cost of housing accommodation in the Colony'. I enclose a copy of the report which has recently been received and which is now under consideration. Many of the recommendations in the report were already being carried out, before it was written; any others that appear practicable and useful will be adopted. In short, my Government has done, is doing and will continue to do whatever it can to meet the situation but I confess that I am not sanguine that any real cure can be found for the present trouble except peace in China.
